New Requirement: Mandating of Noise Barriers at Selected Construction Sites

Starting April 1st 2025, some construction sites will be required to install perimeter noise barriers.

Why the Change?

  • Construction noise complaints have been rising since 2021
  • People are asking for quieter living environments, especially near homes, schools, and hostpitals
  • NEA is stepping in to ensure construction sites take stronger noise control measures

Who needs to install noise barriers?

From April 1st 2025 onwards, if a new construction project with land sale tenders meets both of these conditions, noise are mandatory:

  • Project costs $50 million or more (per site)
  • Site is within 75 meters of sensitive places like hospitals, schools, or residential buildings

What are the noise barriers requirements?

  • Must surround the entire site
  • At least 6 meters high
  • Made of acoustic-absorbing materials to block at least 20dBA of noise
  • Must meet international sound insulation standards (ISO or ASTM)

What happens if contactors don't comply?

  • NEA will issue a notice to comply
  • Ignoring it? Fines up to $20,000 under the Environmental Protection and Management Act (EPMA)
